We sent all municipalities in Kanto Region and Kinki Region quetionaires and got replies from 65% of them in order to know how lifelong learning plans influence the status and the functions of civil public halls and public libraries, At the same time, the relationship between lifelong learning centres and civil public halls was investigated in various municipalities. The intensive investigations were made into social education facilities under lifelong learning planning at Nakano Ward in Tokyo and libraries at Minoo. These results show that social education facilities have not been influenced by lifelong learning planning so strongly. While about 30% of municipalities do not make mention of social facilities, 10% of those have a lifelong learning center whose function is various. Some civil public halls were abolished when lifelong learning centres opened. We find more lifelong learning centres and the third sectors in Kinki than Kanto where there are many civil public halls and libraries in comparison with Western Japan. Middle scale cities are better in social education facilities than other municipalities. Though small towns and villages have many civil public halls, the number of workers for them is insufficient because of financial problems. Large cities have good libraries and try to establish them more, but lack civil public halls.
