Japan adopted an elected-governor system in late 1940s and those elected governors took a lead in local economic development policies in 1950s. This study focuses on relations between political decentralization and economic development in Japan.The main research results are two-volumes collection of English documents on local government reforms during the Allied occupation. The documents of Government Section, GHQ/SCAP are collected and edited with an introduction of editor. Volume I covers from 1945 to 1948 including such topics as abolition of the Regional Governor-General, introduction of elected governor system, local elections and the abolition of Tonari-gumi, enactment and revisions of Local Autonomy Law and abolition of local branch offices. Volume II covers from 1948 to 1952 including such topics as information plan for Local Autonomy Law, issues on local finance, issues on local government and local public servant law. An article titled Local Tax Reform in 1950 analyzes the changing relations between occupation authorities and Japanese government. The paper was written mainly using documents from volume II above.

日本在20世纪40年代后期实行了民选知事制度，50年代当选知事主导地方经济发展政策。本研究以日本政治分权与经济发展的关系为研究对象，主要研究成果是两卷本的关于日本沦陷时期地方政府改革的英文文献集。对GHQ/SCAP政府部门的文件进行了收集和编辑，并对编辑进行了介绍。第一卷的内容涵盖1945年至1948年，内容包括废除地方总督、实行民选总督制度、地方选举和废除“土荷组”、地方自治法的制定和修改以及废除地方分支办事处等。第二卷是1948年至1952年的《地方自治法》资料计划、地方财政问题、地方政府问题和地方公务员法问题。1950年《地方税改革》一文分析了占领当局与日本政府之间不断变化的关系。本文件主要使用上文第二卷的文件编写。
