Elected Governors and Economic Development in 1950's

日本在20世纪40年代末实行民选知事制度，50年代民选知事在地方经济发展政策中发挥了带头作用。本文主要研究日本政治分权与经济发展的关系，主要研究成果是收集两卷有关盟军占领时期地方政府改革的英文文献。收集和编辑了GHQ/SCAP的政府部门的文件，并介绍了编者。第一卷从1945年到1948年，包括废除地方总督、引入民选总督制度、地方选举和废除Tonari-gumi、制定和修订地方自治法以及废除地方分支机构等主题。第二卷涵盖1948年至1952年，包括地方自治法的信息计划、地方财政问题、地方政府问题和地方公务员法等主题。1950年的一篇题为《地方税改革》的文章分析了占领当局与日本政府之间不断变化的关系。这篇论文主要使用了上文第二卷中的文件。

Japan adopted an elected-governor system in late 1940s and those elected governors took a lead in local economic development policies in 1950s. This study focuses on relations between political decentralization and economic development in Japan.The main research results are two-volumes collection of English documents on local government reforms during the Allied occupation. The documents of Government Section, GHQ/SCAP are collected and edited with an introduction of editor. Volume I covers from 1945 to 1948 including such topics as abolition of the Regional Governor-General, introduction of elected governor system, local elections and the abolition of Tonari-gumi, enactment and revisions of Local Autonomy Law and abolition of local branch offices. Volume II covers from 1948 to 1952 including such topics as information plan for Local Autonomy Law, issues on local finance, issues on local government and local public servant law. An article titled Local Tax Reform in 1950 analyzes the changing relations between occupation authorities and Japanese government. The paper was written mainly using documents from volume II above.
