Every year all investigators joined together at a conference to make progress reports and to make discussions on them. Other leading researchers on this area were invited to the conference and made presentations on their recent research and on the materials newly declassified.Research and collecting new materials in the United States was conducted at the National Archives II at College Park, MD, at the Truman Library, Independence MO, and at the MacArthur Memorial in Norfolk, VA. In addition research on some personal papers were conducted such as the Alfred Oppler papers at New York University at Albany, the Wifrid Fleisher papers at Wyoming University and the William Woodard papers at the University of Oregon. Present Conditions of Research and Historical Documents ; Part II. Process of Reform of the Governmental System ; Part III. Institutional Reforms and After.In Part I, Deguchi summarizes present research situations on the postwar legal reforms. Sasagawa and Nunota followed detailed discussion process at the Constitution Investigation Committee, which was revealed by the newly found documents from the Otomo Ichiro papers.In Part II, Akasaka go into details of the newly found Naito papers and its significance on Diet reform research. Sasagawa proposes a new interpretation on the "Cofessor questions" and the "MacArthur Notes," both of which were critical to the start of the Government Section's constitution drafting. Both Kim and Compel discuss on the influence of other issues in the GHQ upon GS's constitution making. Kim points out the issue of the Imperial Household property and Compel discuss the issue of territorial questions.
