本研究は,OECD-CERI(経済協力開発機構・教育研究革新センター)が1987年から発足させている国際プロジェクト「教育と新情報技術」などに基づき,急激に変化してきている社会的・経済的・技術的状況に対応し,かつ10年後を目指した教育発展計画に関して,日本国内でこれらの調査・開発研究を行うものである。これにより,OECD加盟各国に貢献し,共通する諸問題について国際的な共同研究を実施した。この調査研究及び研究開発を推進するため,次の2つの側面からアプローチを行っている。(1) 教育機関(図書館,視聴覚ライブラリを含む)の状況とその潜在的な役割への考察(2) 新しい情報技術の現状と,教育における潜在的な役割への考察これらの軸に基づき、1)各国の国際的な戦略の発展と新情報技術の成功事例とを関係付けながら,必要とされる諸条件を分析し,日本における事例も併せてみることによって,教授と学習のプロセスを改善するのに貢献する方法がどのようなものであるのかを解明し、2)とくに教員養成と教員研修に焦点をあて,新情報技術の教育への適用における教師と生徒との関わり,生徒と新情報技術との関わり,すなわち子どもがコンピュータを活用して何をどのように学ぶかということの分析を行った。このため約50ほどの教育機関におけるケーススタディを収集した。最後に、3)新しい通信方式であるATMは高速,可変的な伝達が可能であり,インターネットのホームページだけではなく,コンピュータ・グラフィックス,VTR映像そのほかの画像情報などを相互に交換できる性質を持っているので。5から6年後にこの方式が実現した場合の技術予測,その活用方法への予測に加えて,現在の課題を明確にした。

This study aims to address the situation of social, economic, and technological development in Japan, and to conduct research and development in Japan 10 years later.
