The purpose of this study is to give useful suggestion to establish new management system on water resource, revitalizing its multi functions. Because rural society which had conducted water resource management changed due to dramatic declination and differentiation of farmers. That is weakening of management system, though infrastructure of irrigation has been developed. New management system should be established, adapting to changing rural society. Investigations have been done mainly on (1) issues of irrigation management, (2) possibility of their solution through partnership formation among variable groups, (3) construction and management of the partnership.Research Samples were collected not only in suburbanized areas where partnership formation for protection of environmental resources such as water have developed, but also in rural areas. The partnership both in these areas has been formed in many cases, introducing such as Ground Work activities. For example, in Kora town of Shiga prefecture revitalizing water resources to use not only in agriculture, but also in rural life such as washing vegetables, feeding fishes, milling cereals, watering peoples garden, etc. Concerted action by the residents out of farmers of its town against change from open canal to pipe especially in their dwelling place. The opposition between farmers and non-farmers gradually changed to harmonized relations. The partnership formation needs cooperative actions in basic living conditions.Partnership formation is different in suburbanized and rural areas. In the former areas, variable groups join loosely to a core organization such as Mishima City Ground Work Association. In the latter areas, rural communities are revalued and revitalized towards new ones attending by varied habitants. Thus, the kinds of these partnership can contribute to manage well regional resources such as water.
为建立新的水资源管理体制,发挥水资源的多功能提供有益的建议。由于农民的急剧减少和分化,进行水资源管理的农村社会发生了变化。尽管水利基础设施得到了发展,但管理体制却在弱化。要建立适应农村社会变化的新型管理体制。本研究主要调查了(1)灌溉管理问题,(2)通过不同团体之间的合作关系解决问题的可能性,(3)合作关系的构建和管理,不仅在为保护水等环境资源而建立合作关系的郊区,而且在农村地区收集了研究样本。在许多情况下,这些领域的合作伙伴关系已经形成,并引入了地面工作等活动。例如,在滋贺的Kora镇,振兴水资源不仅用于农业,而且用于农村生活,如洗菜、喂鱼、碾磨谷物、浇灌人民的花园等。农民与非农民的对立关系逐渐向和谐关系转变。伙伴关系的形成需要在基本生活条件下的合作行动,在郊区和农村地区的伙伴关系的形成是不同的。在前一个地区,各种团体松散地加入一个核心组织,如三岛市地面工作协会。在后一个地区,农村社区得到重新评价和振兴,成为各种居民参加的新社区。因此,这种伙伴关系有助于妥善管理水等区域资源。
