グローバル化に伴い、世界は政治的・経済的にアメリカ、ヨーロッパ、アジアの3極化する方向へ向かっている。3極化に伴い高等教育コースの国際認定、技術者の国際資格,製品・製造工程の国際基準が大きな問題となりつつある。アメリカ圏、ヨーロッパ圏ではすでに上記の国際認定資格が完備しつつある。アジア繊維産業は現在世界総生産量の70%を占めるに至っているが、まだ統一した資格・標準はなく,欧米の資格・標準を得るために多大の出費と努力を強いられているのが現状である。この状況を打破するために、平成11年に京都においてアジア繊維会議が開催されたのを機に「アジア繊維学会」の設立の可能性を検討することが決議され、このための予備調査を行うことが本研究の目的である。アジア各国に研究分担者を置き、それぞれの国の繊維産業、繊維教育及び研究に関する調査研究を実施した。研究分担者(中国(上海)、韓国、香港、タイ、インド、台湾、日本)を平成12年10月15,16日群馬県桐生市に招聘し、得られた結果をパネルディスカッションで発表・議論した。そこでは、アジアにおける繊維産業の重要性と世界における3極の一つとしての自立が今後不可欠であるとの共通認識を確認しあった。また、繊維研究及び繊維技術開発の活性化が人材育成とともに共通の問題であることも分かった。結論として「アジア繊維学会」の設立への期待が高まり、平成13年8月に香港で行われる第6回アジア繊維会議で発足させることを決定した。その後に設立準備ワーキング会議が開かれ、会則、事務所の所在地、資金、運営方針、運営委員会メンバー等の学会運営上の詳細が具体的に議論された。それを基本として定款をまとめ上げた。これを、各国を訪問(インドネシア、タイ、中国(北京))あるいは送付することで確認しあった。本研究は、学会設立のため予備調査だけでなく、学会設立への道筋を明確にすることまで成し遂げることができた。
