1990年代のイギリス(イングランド)において、地方の経済的状況や労働市場の条件がその地方の教育上のパフォーマンス(「学校から労働への移行」)にどのような影響を及ぼすのかについて、各種の調査データをもとに全地方(Sub-Government Regional Office)を網羅した統計学的な分析を試みた。その結果、次のようなことが明らかになった。(1)1990年代のイングランドは、全国レベルでみる限り、経済(一人当たりのGDP、賃金等)および教育(義務教育後の就学率や各種試験資格試験の結果等)の各種指標は右上がりの良好なパフォーマンスを示しているものの、その地域格差は非常に大きいばかりでなく拡大していることが明らかになった。(2)さらに、その地域の経済格差と教育格差とは密接な関係があることも明らかになった。すなわち、イングランドの経済格差(労働市場条件)の背景には主に3つの構造的な要因が存在しており、プライベートセクターにおいてサービス業が発展している地方は、賃金や失業手当受給率などにみる労働市場条件は良好で、そうした地方では就学率や学力など教育指標も良好である傾向が見られた。他方、旧来型の製造業への依存度が高い地方では、賃金等、経済的な困難度が高い傾向があり、同時に教育的なパフォーマンスも振るわないという傾向が見られた。教育や公務員などパブリックセクターにおいてサービス業画の比重が高い地方は、雇用は拡大する傾向をもつ反面、賃金や失業手当ての受給率などの改善に対してはほとんど影響をもたず、また教育面での改善に対してもほとんど影響力をもたないということが明らかになった。
