The main purpose of the present study is to describe the disaster occured in Tokai region due to heavy rainfall at September 11 and 12, 2001. The results have been summarized as below :・ The mechanism of the heavy rainfall has been clarified from meteorological point of view.・ The hydrological statistics has been analyzed in order to compare the magnitude of the designed rainfall and that of the observed one.・ Flooding and inundation in urban areas have been described using both hydrodynamic model and field survey for marks of inundation, which has made it possible to discuss the problems in the disaster.・ It is confirmed that the complex system for flood protection that consists of a main river, tributaries and drainage of inner basin causes many problems among all people living in the basin.・ The mechanism of the levee breach at Shin-kawa has been clarified with the analysis based on soil mechanics.・ The functional disorder in underground spaces during the disaster has been investiga … More ted. The method to prevent it has also been discussed.・ The functional disorder of transportation system during the disaster has been summarized. The use of I.T.for preventing it has been proposed.・ The transfer of disaster information among people and evacuation activities has been checked through the number of hearing survey to the people living in the basin. The proper crisis management has also been discussed.・ The actual conditions of the refuge site, the reconstruction and the waste produced by the disaster have been investigated.・ The actual condition of the levee breach occurred in several small rivers in Aich prefecture and consequent flooding have been summarized.・ The production of sediment and woody debris in upper reach of the Yahagi river and resulting disaster along the channel have been investigated.・ The response of the people to the suddenly increased destructive discharge that occurred downstream of the Yahagi dam due to the gate opening has been investigated to discuss the proper crisis management.・ The aforementioned disasters have been classified based on both the regional characteristics and the problem of the disaster.
