本研究はアジア諸国を対象に国間の貨物輸送統計を統一的に作成するための企画を立てることを目的として以下の4点について研究を進めた。(1)各国での研究協力者の発見(2)各国の統計整備の状況把握(3)国際貨物輸送統計の作成方法の検討(4)統計作成のための体制等の作成(1)については、研究当初はアジア諸国20数ヶ国全てを対象に一度に行う事を予定していたが、国連、EU等の統計作成担当者の意見等を参考にし、研究の最初のステップとして対象国を限定し、基本的には2国間(日本と相手国)で研究を進める様方針を変更した。研究協力者を探した相手国は、先進国として韓国、発展途上国としてインドネシアの2国である。また、次のステップのために、2カ国に加え、これも経済の発展水準の異なるタイ、台湾、カンボジアについても検討した。(2)については、上記5ヶ国の政府等が公表している統計を収集するたけでは、国間の貨物輸送量を十分に把握することができないことがわかった。主な原因は、国により対象とする品目が異なること、重量を示すトン単位が異なること、経山貨物の扱い方が異なること、統計の収集方法が異なるため統計値の収集精度が異なることであることを明らかにした。(3)については、国際機関、船会社、コンサルタンツ等が現在作成している各種統計を整理すると同時に、各国が国連、OECDに報告している貿易統計をベースにして、国間の貨物量とコンテナ量を推計する方法を作成した。アジア、北米、オセアニア諸国が報告する時系列データを用いてその推計精度を検討した。(4)については、公表されていない統計を利用すること、また既存統計の詳細な作成方法の把握のために、国の機関が何らかの形で参加することが研究実施上必要であることを現地調査より明らかにした。また、統計作成に必要となるコンピュータ等の器機類は、各国共充分とは言えないまでも必要最小限の装置は整備されていることが分かった。
