项目摘要

採用最終年度はこれまで実施してきた調査の更なる蓄積と以下の課題を究明しとりまとめを行った1年あった。課題とは、農業構造再編の現状と課題を究明するために、(1)内陸地域における現地農村実態予備調査、事前調整、資料収集の実施、(2)対日輸出用農産物の産地及び企業における生産・流通・加工の現状調査である。(1)については、DC採用時の1999年度に実施した広東省の経済水準が異なる3地域における個別農家調査を4年ぶりに再実施し、そのデータをパネル形式で分析する計画であったが、SARSの影響で延期になった。そのため、急遽新たな調査を四川省社会科学院農業経済研究所との共同研究形式で四川省射洪県において2003年10月及び12月に実施した。10月は四川省社会科学院と個別農家調査票(125戸)の内容検討会及び調査対象となる村の選定を行い、12月は1ヶ月間現地で本調査を実施した。射洪県の農家収入は出稼ぎ先で得た仕送りの比率が高く、労働力の流出に伴う農業構造再編に密接に関係している。内陸地域の農業構造再編の実施は沿海地域の急速な経済発展に追いつけず、構造再編の核になる基幹労働力の多くが外地に流出してしまったため、構造再編が進展していない現状が明らかになった。そして大量の基幹労働力の流出は内陸地域の経済発展をも阻害している。出稼ぎによる農家収入の安定が農民と幹部の農業に対する構造再編意欲を減退させ、今後の内陸地域の経済発展は非常に困難な展望が指摘できる(図書1;関連成果を訳著として出版)。(2)については、11月に対日輸出を目的に生産・加工している浙江省杭州市(ドリンク用緑茶原料)、山東省招遠県(果樹飲料原料)、上海市(キノコ類)の民間企業を訪問し、業務内容、産地の動向及び企業の食品安全対策に対する取り組みに関して聞き取り調査を実施した。近年、日本国内で問題となっている輸入農産物の安全問題は、主要輸出国である中国の沿海地域における農業構造に大きな影響を与えている。日本国内の情勢変化によって、消滅又は台頭する産地が日々変化していく中で、誘致する中国の地方政府の農業構造再編計画は、地域によっては進出企業の投資によって計画されるケースも現れている(図書2;成果を出版)。

The following topics were investigated in the final year: (1) Investigation of local rural conditions in inland areas, preliminary adjustment, implementation of data collection,(2) Investigation of production, circulation and processing of agricultural products for export in Japan. (1)In 1999, when DC was adopted, the economic level of Guangdong Province varied from three regions to four years. The individual farm survey was carried out again, and the impact of SARS was postponed. A new survey was conducted in October and December 2003 in Sichuan Province in the form of a joint study by the Institute of Agricultural Economics, Sichuan Province Academy of Social Sciences. In October, Sichuan Province Academy of Social Sciences held a discussion meeting on the contents of individual farm survey tickets (125) and selected villages for investigation. In December, the investigation was carried out in January. The ratio of agricultural income to agricultural output is high, and the outflow of agricultural power is closely related to the reorganization of agricultural structure. The implementation of agricultural structural reorganization in inland areas has been closely related to the rapid development of coastal areas, and the structural reorganization has been carried out in the past. The outflow of large amounts of basic labor force hinders the development of inland areas. The stability of farmers 'income, the structural reorganization of farmers' and cadres 'agriculture, and the prospect of great difficulties in the development of inland areas in the future (Book 1; Related achievements published) (2)In November and November, private enterprises in Hangzhou City, Zhejiang Province (green tea raw material), Zhaoyuan County, Shandong Province (fruit beverage raw material), and Shanghai City (fruit beverage raw material) were investigated for their visit trends, business contents, production areas, and food safety policies. In recent years, Japan's domestic problems, safety issues of imported agricultural products, major exporting countries, coastal areas of China, agricultural structure and major impact. Changes in the domestic situation in Japan have led to changes in the agricultural structure of local governments in China, including plans for restructuring agricultural structures, regional planning, and investment in and out of enterprises (Book 2; Results published).
