项目摘要

今年度は昨年度から実施している、アジアにおける「移住労働者の女性化」において「移住労働者女性」内部に生じる差異化・分断化の過程に関する送り出し側、受け入れ側の双方での調査から得られた知見を、送り出し側と受け入れ側を連結させる視角から、中範囲での理論化をすすめる作業を主に行なった。具体的には以下のような仮説提出および概念化の作業を行なった。1.女性の国際労働移動における「社会的移動」:女性の単身での海外出稼ぎは、必ずしも経済的貢献と世帯内評価が一致せず、「社会的移動」という点で矛盾を内包している。これは、一方では家事労働者やエンターティナーといった海外での限定的な職種とその特性に基づく職業的下降移動、他方ではローカルなジェンダー規範の再動員による「母親役割」(主として既婚女性の場合)圧力によってもたらさている。2.移動先での就労外経験によるエンパワーメント効果:1.のような状況に照らせば、シンガポールや香港での移住家事労働者の社会活動やボランティア活動は、職業外の領域で「上昇移動」への試みと言えるのではないか。そこでは活動にコミットする個人のエンパワーメントが、移住労働者女性の集合的エンパワーメントと循環的に結びついている。これが、移住労働者内部の差異化・分断化を乗り越える試みと位置づけられる。3.移住女性を取り巻く言説状況と女性の側からの対抗との関係:送り出し社会フィリピンにおいては、海外雇用政策が促進される一方で、特に母である既婚所の海外出稼ぎを「社会問題」とする言説がある。こうした言説状況が1.で述べた錯綜したプレッシャーとして醸成されていると言える。他方、日本におけるフィリピン女性の組織活動の多くも、必ずしも機能的なものではなく、日本社会における「フィリピン女性」への固定的なイメージを覆そうとするアイデンティティの表出という側面が大きい。この点は、2.と合わせて、広く「移住労働者の女性化」における、移住女性の側からの対抗の動きとして位置づけられるだろう。
