项目摘要

本研究は、中国沿岸部の高度成長に占める日本の中小企業間の役割を調べるものである。とりわけ、日本の中小企業が中国進出に当たって、直面する労働力及びその管理問題に焦点を当てている。そのため、食品産業を選び、調べることにした。食品産業の日本製造業の対中投資に占める比率は10%程度にととまるが、日本の中国からの食品輸入が次第に増加していること、また、日本の消費者が中国からの食品の品質に次第に関心を高めるようになってきたこと、そして、食料自給問題が日本の自由化過程で大きな問題になってきていること、等の理由から選定した。そのために、食料生産者から、加工者を経て、流通業者、そして消費者へと至る食品連鎖の変貌を、経済空間分析の形で具体的に描き出すことを目的とした。2003年度において、中国南部、上海、山東半島について、日本食品産業の投資状況を調べた。本年度の研究では、中国で進出企業に対する法的保護は少なく、商取引もしばしば市場外で官僚ネットワークを通じて行われていることが明らかになった。中国への外国投資は、資本と原料を海外から移入し、中国では安価な労働力と土地を利用する形態が一般的だが、食品産業の場合は、原料も現地で調達し、衛生管理に配慮を払っている点が特徴である。明年度においては、さらに食品産業における労使関係、あるいは委託生産関係を調査することにしたい。進出中小企業の意思決定の問題については、中国の経済システムと企業管理の間には相関関係のあることが、今日までのインタビューで判明しているが、さらに、日本国内での企業管理と子会社における企業管理間の異同を調査する必要がある。また、進出地の決定に当たって、食品産業の場合には、上海近辺、江蘇省、山東省等が多いが、華南経済圏、香港経済との関連については更に調査を要する。日本企業の香港、深圸、広州進出は主として、中国国内、または欧米市場を対象とするものが多い。これらの第三国・国内市場を対象とした投資と、食品産業の場合のようにオフショア生産で、日本市場への逆輸出を目的とする投資が、将来的に一つの東アジア経済圏の形成に進み得るのかとうか、進み出すとすると、どのような条件の下にそれが可能か、については、明年度の研究に待ちたい。
