本年度は、障害者の雇用問題に関する従来の議論にみられる、能力の低い障害者の排除は正当か不当かという立場の違いに焦点をあて、それぞれの立場の背後にある理論構造を明らかにするとともに、新たな理論モデルの構築を試みた。まず、障害者の能力の構成を理論的に定式化し、健常者との能力差にはインペアメントによる差・ディスアビリティによる差・努力量による差が含まれることを示したうえで、それぞれの立場の主張を分析した。「能力主義モデル」は、ディスアビリティによる機会不平等のみを問題とし、インペアメントによる能力的不利および努力量については個人の側に帰属させる。しかし、インペアメントによる不利は障害者にとって責任のないものであり、社会的に扱われるべき問題であるといえる。一方、「反能力主義モデル」は、インペアメントによる能力低下や能力の社会性を根拠として、能力にもとづく処遇を否定する。しかし、個人の努力量まで社会の側の責任とするのは理論的な無理を伴うといえる。これに対して本研究では、「責任の有無」を軸に障害者の能力を性質ごとに区分し、それにもとづいて正当な排除と不当な排除を判断することを提案した。この「責任モデル」によって、従来のモデルの理論的困難が解消するとともに、機会不平等と能力的不利を同時に把握することが可能となり、社会的対応の範囲も定まった。また、責任モデルにもとづいて新たな政策を構想したところ、これまで対立的に捉えられてきた3つの施策が、ひとつの理論のもとに位置づくことが示された。さらに、機会平等と結果平等の対立を超えて、「機会の格差および能力的不利のない状態」が新たな平等として提示された。以上の研究成果は、論文「障害者の就業問題と社会モデル:能力をめぐる試論」としてまとめられ、『社会政策研究4』(東信堂,2004年)に掲載されている。
