本研究は,ドイツにおける都市住宅地域の更新過程を,改築・改修等の形態的変化,ならびに人口構造変化等の社会的変容の観点から解明することを目的とする。研究はニュルンベルクとミュンヘンを事例として,土地利用調査ならびにアンケート調査に基づいて進める。平成16年度には,筑波大学においてアンケート調査および土地利用調査の結果を分析し,成果を論文にまとめる作業を行った。また,8月から9月までミュンヘン大学・地理学研究科を研究拠点として補足的な資料収集を実施し,さらにこれまで得られた都市住宅政策に関する事例2都市の比較分析の結果を口頭発表ならびに学術図書において公表した。分析の結果,人口規模が50万と下位の大規模都市に位置づけられるニュルンベルクと人口規模が130万弱の上位大規模都市に位置づけられるミュンヘンでは,住宅地域の更新過程において差違がみられ,この差違には都市住宅政策が密接に関連していることが判明した。とくに都市人口が飽和状態に至る1970年代前半以降において,ニュルンベルクにおいては公的住宅である社会住宅の供給が一定の割合で安定的に供給されるだけでなく,公的事業である都市更新事業に基づいて中心市街地に立地する老朽化住宅の改修と改築を通じた住宅供給が模索される一方,ミュンヘンでは社会住宅の供給が急激に減少すると同時に,都市更新事業や経年建築物の近代化事業の導入が遅延した。ただし,ミュンヘンにおいては民間資本による住宅改修・改築が積極的になされているため,住宅の形態的な変化として住宅地域の更新は一定の成果を上げている。これらの成果は,2004年8月刊行の"Changing Cities-International Perspectives"での"Influence of housing policies on the renewal in urban residential areas in Germany"とする論文,また,2004年10月刊行の"Cities in transition (DELA 21)"での"The regional pattern of renewal in urban residential areas in Germany since the 1970s"とする論文において公表した。

This study aims to clarify the transformation of urban residential areas such as renewal process, reconstruction and renovation, and social transformation such as demographic transformation. The study is based on the case study of land use survey and land use survey. In 2016, the University of Tsukuba conducted research and analysis on the results of land-use surveys, and conducted research papers. From August to September, the University and the Graduate School of Geography conducted research on complementary data sets, and the results of comparative analysis of cities were presented orally and in academic books. The analysis results show that the population size of 500,000 and lower large-scale cities is closely related to the population size of 1,300,000 and upper large-scale cities. The urban population was saturated until the first half of the 1970s, when the supply of social housing was cut off and stabilized. The urban renewal industry was based on the urban renewal industry. In addition, the reform of residential buildings by private capital has been actively carried out, and the transformation of residential forms and the renewal of residential areas have achieved certain results. This paper was published in "Changing Cities-International Perspectives" in August 2004 and "Influence of housing policies on the renewal in urban residential areas in Germany" in October 2004.
