本年度は、近年盛んな自由貿易協定(Free Trade Agreement, FTA)を含む特恵貿易協定に関する理論的研究、および日本の地域別輸出入関数の推計を中心に研究を行った。特恵貿易協定に関しては、「On the optimal tariffs of free trade area with internal market integration」及び、「Economic integration and rules of origin under international oligopoly」としてまとめ、前者に関しては平成14年度日本経済学会春季大会(小樽商科大学)にて報告し、後者に関しては来年度の同春季大会(大分大学)において報告予定である。また、輸出入関数に関しては「日本の地域別輸出入関数の推計」としてまとめ、日本政策投資銀行設備投資研究所のプロジェクトとして来年度出版される研究書に所収される予定である。研究の概要を以下に示す。まず「On the optimal...」は特恵貿易協定、特にメンバー国が域外関税を独自に設定する自由貿易地域の最適関税の設定を問題とした。従来の研究は域内国が最適関税を設定する限りにおいて自由貿易地域の締結によって非参加国の厚生もあがるとの結論であったが、協定締結に伴う域内市場統合(域内での価格裁定の活発化)を考慮に入れた場合は、均衡での域外関税率が相対的に高くなり、非参加国の厚生が下がり、また参加国の厚生はより高くなる事を示した。次に、「Economic integration...」では、自由貿易地域参加国の域外関税に差がある場合に非参加国による高関税回避活動を防ぐ名目で設定される「原産地規則」の効果について検討を行った。その結果、原産地規則が域内国間の域外財市場を分断する効果を考慮すると、原産地規則は必ずしも域内国にとってプラス・域外国にとってマイナスとならず、逆の結果や、双方とも損をするケース、双方とも得をする暗黙の共謀ともいえるケースなど、さまざまな場合があることが示された。「日本の地域別輸出入関数の推計」では、地域別の貿易価格指数と貿易数量指数を用いて対米・対EU・対アジア・対アジアNIES・対中国に関して輸出関数・輸入関数の価格要因と所得要因を探った。推計結果から、近年のわが国の貿易収支の変動においてアジア地域の寄与度が高まっていることが示唆された。

This year, we conducted research on the theory of Free Trade Agreements (FTAs), including trade agreements in Japan, and on the calculation of the number of regional exports and imports. Special trade agreements are related to "On the optimal tariffs of free trade area with internal market integration" and "Economic integration and rules of origin under international oligopoly". The former is related to the report of the Spring Conference of the Japanese Economic Society (Otaru University of Commerce) in Heisei 14, and the latter is related to the report of the Spring Conference of the same year (Oita University) in the future.
