本年度は主に企業の生産性の違いと直接投資行動(FDI)の関係について、国家間の自由貿易協定(FTA)の締結とFTAに付随する原産地規則の効果に着目しつつ検証を行った。FTAの締結は域内国間で関税を撤廃するが、それは条件付き撤廃であり、原産地規制により無関税での輸出権利を得るためにはFTA域内で一定割合以上の中間財を用いなければならない場合が現実に多くある。FTA域内で提供される中間財の質が悪くコストが高い場合、そのような原産地規則は域外企業の域内への輸出基地型FDIを阻害することになるが、その影響の大きさは企業の生産性に依存することになる。国際寡占モデルによる分析の結果、原産地規則があまり厳しくない場合、FTAの締結は生産性の高い企業の輸出基地型FDIを促すが、原産地規則が厳しい場合は、生産性の低い企業の輸出基地型FDIを促すか、あるいは固定費が余計にかかる市場指向型FDIを促してしまう。すなわちFTAの締結は、その原産地規則が厳しい場合、効率的な企業のFDIを非効率的な企業のFDIへと転換したり、輸出基地FDIを市場指向型FDIへと転換する「直接投資転換効果」をもたらし世界厚生を悪化させる可能性がある。しかし、FTA締結国は戦略的な目的で敢えてFDIの転換を選択してしまうかもしれない。これらの結果は従来指摘されてこなかったものであり、学術的な意義が高いだけでなく、政策含意に富んだもある。また、昨年度から引き続き取り組んでいる一橋大学の石川城太教授とニューサウスウェルズ大学の森田穂高教授と行っている共同研究を上海とバレンシアでそれぞれ開催された国際コンファレンスで報告するとともに、その改訂作業を行い2008年3月に学習院大学経済経営研究所ディスカッションペーパー(No.07-1)として公開した。また、2008年5月中には査読付きの学術雑誌に投稿する予定である。

This year, we conducted research on the relationship between corporate productivity violations and direct investment actions (FDI), the conclusion of free trade agreements (FTAs) between countries, and the effectiveness of rules of origin. The conclusion of an FTA requires the removal of tariffs between countries within the region, the removal of conditions, the regulation of origin, the export of duty-free profits, and the use of intermediate goods above certain levels within the FTA. In FTA domain, the quality of intermediate goods is high, the rules of origin are high, the export base FDI of foreign enterprises is high, and the impact is high. The results of the analysis of international oligopoly, rules of origin, FTA conclusion, and export base FDI of productive and high enterprises, rules of origin, and export base FDI of productive and low enterprises, and fixed costs, and market orientation FDI. The conclusion of FTAs, the rules of origin, the efficiency of FDI, the export base of FDI, the market-oriented FDI, the "direct investment exchange effect" and the possibility of world health transformation. The FTA member states have the courage to choose FDI for strategic purposes. The result is that the academic significance is high, and the policy implications are rich. Professor Joita Ishikawa of Hitotsubashi University and Professor Takashi Morita of Hitotsubashi University conducted joint research in Shanghai. March 2008: Graduate School of Economics Institute of Gakushuin University published the report (No.07-1). In May of 2008, the academic journal was published.
