14年度は、フィリピン民主主義の実態についての調査のうち、地方政治権力構造に焦点を当てて行った。従来の封建的な政治構造を多分に残しながら、新しい開発の流れの中であらたな草の根的民主化運動の胎動の見られるセブ州で調査を行った。とくに、1986年中央政界でのピープル革命を背景に、伝統的政治エリート層に属さない草の根弁護士出身者が選挙を通じて国会議員、そして州知事になるという状況があった。特に州知事時代には旧来のネポティズムではない開かれた政治を試みたが、1995年の選挙では破れている。彼の個人的な経歴と政治活動に焦点を当てながら、歴史的文脈におけるセブ地域の政治動向の変容について考察を試みた。元州知事への個人的なインタヴューのほか、NGO団体への聞き取り、地元新聞バックナンバー記事の収集等をおこなった。現時点での資料は充分とはいえず、最終的な結論を導き出せているわけではないが、当面の知見としては以下を得られた。(1)封建的な抑圧的政治権力構造の中でも民衆レベルの民主化への希求は存在し、条件によってはそれが顕現すること。(2)あらたな開発の動向の中で、旧来の伝統的エリート層も新しい利権と結びつく形で政治的支配を持続しようとすること。(3)前記(1)(2)を背景に、民衆の「民主化」希求とその顕現は決して単調な関係にあるわけではなく、民衆自ら伝統的エリート層をも支持しうること。(4)その要因として、i.民主主義の担い手としての民衆の主体性の問題、ii.時代の変化を受容する政治経済構造、制度の問題があげられるであろう。13年度の中央政界レベルでの調査とも関連づけ、緩慢ながらフィリピン政治は伝統的政治家の封建的支配ということだけでは説明しきれない新しい胎動がみとめられる。しかし、それは旧来の社会構造と主体性に既定され容易にその変化を顕現させているわけではないといえる。こうした問題をさらなる一次資料の収集氏分析することで検討していくのが今後の課題である。
