本年度の研究においては、特に西シベリアの地域労働市場に焦点を絞りつつも、西シベリアの地域労働市場の特殊性とロシア連邦レベルとの差異を明確にする研究を行ってきた。ウラル以東のシベリア・極東地域が、ロシア経済の今日の好調にもかかわらず、雇用破壊と工業衰退が続き、同時に自然人口減少と人口流出に悩まされていることから,次の2つのアプローチから研究と調査を行った。第一のアプローチは、西シベリアの人口動態の特殊性の分析、第二のアプローチは、産業構造の変化の伴う雇用動態の分析である。第一のアプローチからは、西シベリアが、他のシベリア・極東地域と同じ自然人口減少と人口流出を経験しているものの同時に人口減少を緩和する要因として、中央アジアからのロシア人帰還移民の存在があり、それが地域の労働市場に少なからぬ影響を与えていることが発見された。帰還移民の地域人口への影響、地域雇用への影響などを、入手困難な資料と、シベリアの研究者の成果をサーベイすることで、我が国ではこれまで研究されないままであったシベリアへの帰還移民の実態を把握することができた。この成果は、2002年11月22日に第18回日露極東シンポジウムにおいて報告された他、ノヴォシビルスクの経済工業生産組織研究所のセミナーにおいても報告され、関心を呼んだ。第二に、産業構造に伴う雇用動態に関しては、ロシア連邦レベルでは、サービス産業の勃興などが工業部門の雇用減少を相殺するように、雇用を生み出す傾向が見られ、市場経済化の当初の期待に沿う雇用調整が進んでいるかのように見えるが、シベリアのような地域労働市場では、基幹産業たる工業の衰退が地域雇用を減少させると同時に、本来勃興すべきサービス産業でさえも地域雇用を生み出さない状況であることを、明らかにした。年齢別の雇用調整の進展を見れば、明らかに若年者層の失業問題が比重を増すようになり、今後、若年者層の失業問題に取り組むべきという課題も発見できた。

Second, the industrial structure is associated with employment dynamics, the growth of industries, employment declines in the industrial sector, employment trends, market restructuring and initial expectations, employment adjustments, growth trends, market trends, and geographical trends. The decline of the core industry and the decline of regional employment have also led to the rise of the core industry and the emergence of regional employment. Progress in year-to-year employment adjustment is expected to increase in the proportion of jobless people in the future and in the number of jobless people in the future.
