1、今年度は、大都市郊外における農地改革と戦災復興都市計画との関連について、地域レベルでの実施過程が判明する資料を東京、川崎、名古屋、大阪などの各都市について収集し、戦災復興都市計画における農地の位置付けと、農地改革後の農地に対し都市計画が有した政策手法の特徴の二点を中心に考察した。2、戦災復興都市計画における農地の位置付けについて重要なことは、買収除外農地を定めた自作農創設特別措置法第5条第4号の指定基準であった。同法の運用方針について当初中央政府は明示していなかったが、1947年11月26日通牒によって、土地利用の現状に即して買収除外農地か否かを判断する方針を定めた。この時期大都市郊外の土地区画整理地区では、都市計画法に位置付けられた土地区画整理を支持する土地所有者と農地解放を求める農民との間で対立が生じていたが、中央政府の方針は、両者の対立を土地利用の現状(宅地化された面積の割合)に関する認識を巡る対立へと導き、東京の事例では、農地解放を求める農民側の土地利用の現状に関する認識に近い形で同法による指定が行われた。こうして、地価上昇を前提とした市街地造成手法である民間施行土地区画整理事業を都市計画の手法として農地に対し実施することは、戦後改革期においては困難となった。3、その一方で、都市郊外の農地を都市計画に位置付けるための公法的手法の実施も問題が生じた。とりわけ重要なことは、農地と宅地の価格差の問題であった。都市計画緑地にゴルフ場建設が計画された川崎市の事例では、緑地内の農地が解放されないのであれば、農地として買収される緑地よりもゴルフ場建設による買収の方が価格が高いことが農民側から指摘された。農地と宅地との価格差の問題は、公法的性格をもつ都市計画緑地を定着させる上での阻害要因となる一方で、農民に土地を資産価値としてみる観念を増幅させていった。
