项目摘要

本研究においては、前年度の研究成果から倫理的行動を促進するための条件を以下のように捉えた。・組織の利害関係者に対する十分な情報提供を制度的に保障する・組織が利害関係者に対して価値理念を尊重して接する・組織が社会的な使命や創業の理念を維持するこれらを踏まえ、不祥事を起こし、その後、企業倫理に取り組むようになった企業を対象にヒアリングを行なった。企業名を公表しないことを条件にヒアリングを行なったため、このような形をとるが、経営企画室および工場長へのヒアリングを計3回にわたり行なった。不祥事の被害が拡大した理由として、企業内部でのコミュニケーションが十分でなかったことが挙げられ、対応が混乱したことが指摘された。1990年代初頭に企業の不祥事が相次いで発覚した英国について、文献研究および現地でのヒアリング調査を行なった。英国では、1998年に公益公開法が制定され、公益のためには、まず、組織内での情報開示、次いで規制当局への情報開示、さらに、メデイアへの情報開示が求められることになった。この法律の制定に当っても、大きな役割を果たしたPCAW(Public Concern at Work)というNPOを訪問し、企業、役所、大学等の大組織において、もっとも重要なことはミスを相手に容易に伝えられる風土を形成することだとの指摘を受けた。最近、わが国で評価が高まっている、内部告発は最後の手段であるということである。企業倫理については、現在、ISO(国際標準化機構)においても、規格作りのための作業が進められており、国内においては、企業倫理に積極的に取り組んでいる企業に対して投資を行なう投資ファンドが設立されつつある。これらの点については、本研究で十分に取り上げることはできなかった。これらの点については、今後の研究課題としたい。

This is a new topic for future research.
