项目摘要

本研究は、浜松地域におけるオートバイ産業を事例としながら、起業家のネットワークが形成されるプロセスについて明らかにすることが目的であった。当該産業における企業の生成が半世紀前に遡る出来事であり、研究計画段階で予定していた起業家に対するインタビューはほとんど不可能であったが、当時の記録などを可能な限り収集し、そこに解釈を加えることにより、集積の萌芽から発展、そして崩壊に至るプロセスの特徴をほかの地域の集積と比較する中で明らかにした。浜松におけるネットワークの形成を特徴付けるものは、異業種からの転業、そして模倣であった。浜松のオートバイ・メーカーの乱立ブームとも言える一時的な集積は、ホンダの初期の成功が媒介となって、自動車修理業や自動車販売ディーラー、繊維機械の部品メーカーなどといった地元の各業界の間で成功体験として伝播し、これらの業界に従事する者を相次いで転業という形でオートバイ産業への進出を促したと考えられる。他方でホンダの社内では、量産化による規模の追求に伴って新しい工場や技術開発センターが浜松域外に建設された。創業者の本田宗一郎を中心とした初期の技術者のグループは、それぞれのマネジャーとして早くから分散的に配置され、その意味では、核となる技術者が早くから浜松以外の地域へと流出した。したがって、社内で育成された人材がスピンオフを通じて社外の地域内部に分散する例は限られていたという点においては、イタリアやアメリカに見られるような産業集積モデルとは著しく異なっている。この研究成果は、欧州組織学会(EGOS)の2002年バルセロナ大会にて報告され、さらに横浜市立大学のワーキングペーパーにとりまとめた。また、同時期に行ったイタリアのボローニャで現地企業に対するインタビュー調査を行い、そこで明らかになった成果の一部は2003年3月に出版した拙書の中に採用された。
