The propose of this project is to collect and analyze the basic documents and source metarials in order to clarity the characteristics and meaning of the changes in higher education policy in 1970s. The reports of governments' councils and other organizations, articles in newspapers and magazines, and other adiministarative and political source materials relating to higher education policy around 1970s were collected, classified and analyzed. Chiefly focused were the proceedings of Diet or "KOKKAI" meetings which had been hardly analyzed before regarding higher education policy. The mail results and findings of this project, were as follows : (1)the "sketch" or "map" of the issues relating higher education in the Diet meeting around 1970s was gained. (2)The contents of the petition or "SEIGAN" presented to the Diet were reflected some aspects of social needs for higher education in 1970s.

本研究的主要目的是通过对1970年代高等教育政策变迁的基本文献和原始资料的收集和分析，以明确1970年代高等教育政策变迁的特征和意义。本研究收集了1970年代前后有关高等教育政策的政府委员会和其他组织的报告、报纸和杂志上的文章以及其他政府和政治性的原始资料，并进行了分类和分析。重点是国会或“KOKKAI”会议的议事录，以前几乎没有分析过高等教育政策。本研究的主要成果和发现如下：（1）获得了1970年代前后国会关于高等教育问题的“草图”或“地图”。（2）向国会提交的请愿书或“SEIGAN”的内容反映了1970年代社会对高等教育需求的某些方面。
