I have studied the below three themes in this project.(1)Review of studies on process of policy-making in educational administration(2)Positive field-research of a local government(3)Comparative studies on structure and feature of American and Japanese school boardThis project made structure and feature of decision-making process in educational policy in Japan clear. : A educational sub-government has ruled the process of educational policies strongly by 2000. But, the educational sub-government has gradually lost the ruling power since establishment of NAIKAKUFU, 2000.This research made it clear how and why the educational sub-government has lost the power and the altering process of decision-making in educational policies. 我在这个项目中研究了以下三个主题。（1）教育行政决策过程研究综述（2）地方政府的实证田野调查（3）美日学校董事会结构与特征比较研究：到2000年，教育下级政府已经有力地控制了教育政策的制定过程。但是，自2000年内部成立以来，教育地方政府逐渐丧失了主导权。本研究揭示了教育地方政府丧失主导权的原因和过程，以及教育政策的变化过程。（参见：我的报告）
