项目摘要

In this research the relation between the trade system and protective agricultural policies is the topic to be investigated. A historical approach is adopted to understand the complicate relation between trade and agriculture.In the late 1940s a free trade system was agreed between United Kingdom and U.S.A. The agreement became a basis of an international trade regulation called GATT. The research has focused on the relation between the formation of GATT and the implementation of agricultural policy in U.K. During the war time the U.K. government promised to implement an agricultural policy which was thought to include several trade restrictive practices such as import quotas. The research makes it clear that the policy makers in formulating the general trade rule was obliged to take into account the importance of agricultural policy.The research mainly made use of the governmental documents deposited in the National Archives in U.K. Especially the documents of Foreign Office and Board of Trade was analyzed from the viewpoints mentioned above.

贸易体制与农业保护政策之间的关系是本文研究的主题。采用历史的方法来理解贸易与农业之间的复杂关系。20世纪40年代末，英国和美国达成了一项自由贸易体系协议。该协议成为关贸总协定（GATT）国际贸易法规的基础。研究的重点是关贸总协定的形成与英国农业政策的实施之间的关系。在战争期间，英国政府承诺实施一项农业政策，该政策被认为包括几种贸易限制措施，如进口配额。研究表明，政策制定者在制定一般贸易规则时有义务考虑农业政策的重要性。本研究主要利用了英国国家档案馆保存的政府文件，特别从上述观点对外交部和贸易局的文件进行了分析。
