项目摘要

15年度には,品質管理活動のモデルとして品質保証,および,品質マネジメントシステムの国際規格ISO 9000にて焦点をあて,これをもちいて国際比較研究をおこなった.主要な研究成果は次のとおりである.(1)ISO 9000シリーズの認証取得のコスト,利益の推定の可否について,日本,メキシコ,香港の企業を対象に,質問紙調査,面接調査を実施した.この方法は,ベースとなる質問紙を日本企業を対象として用意し,それを各地域,国の特性に応じて改訂するものである.なおメキシコ,香港ともに回答企業数は必ずしも多くならないことを考え,それぞれの回答から多くの情報がえら得る方式にした.(2)メキシコの企業を対象に,認証取得のためのコスト利益を推定した.その結果メキシコの場合にはGDPは日本の8から10分の1程度であるのに対し,認証取得のコストについてはこれほど大きな開きはなく,業界によっては日本企業と大きな差がないことがわかった.一方,売上などISO 9000認証取得がもたらす効果を考えると,日本の場合には「顧客が要請した」,「競合企業がすでに認証取得している」など,認証取得をしていないと競争上不利になるという損失を回避する効果が多いのに対し,メキシコの場合には,認証取得することで宣伝効果などで売上が増加する,という直接的にプラスになる効果が多いことが分かった.(3)香港の企業を対象にした調査からは,その地域特性上,中国に製造拠点があるため,標準化を狙った認証取得が多いことが分かった.(4)今までの研究が比較的大企業を対称にしているのに対し,今年度は中小企業を対象としたISO 9000による経済的効果の推定を行った.日本の大企業は,前述のとおり,損失を回避するために認証取得をしている場合が多いのに対し,中小企業では売り上げ増加などの効果が目立つことが分かった.
