项目摘要

製品・サービスの高品質化をめざす品質管理の推進には,一般に,推進事務局の設置,従業員の教育等の労力,費用がかかる.一方,これらの活動により,標準化による手直し工数の削減,高品質化による売上向上等が期待できる.すなわち,これらの労力,費用等を,売上向上,工数削減等の効果と対比し,品質管理活動の経済的側面を検討する必要がある.本研究では,品質管理活動の中核が品質保証であることから,近年盛んに論じられている品質保証の国際規格ISO9000をとりあげ,その認証取得活動の経済的な効果について,次のアプローチにより検討を行った.(1)質問紙調査の実施:ISO9000の認証取得活動の推進形態等の費用に関連する項目と,売上の向上など利益に関する項目を設計し,これらを製造業の計130社(本社,対象事業部は全て日本)に送付した.この回答から,ISO9000の認証取得の費用,ならびに,売上向上などの効果を推定した.例えば,人件費までを含めるとISO9000の認証取得活動の費用は売上高に対して約2%程度であること,認証取得をしないと,売上の50%を失う可能性があること等を導き出した.なおこの調査の一部は,昨年度に回答いただいた企業への追跡調査として行っている.またコストの調査は,売上向上の調査に先行して行われ,この成果はすでに論文に掲載された.さらに,その後の調査結果は投稿中である.(2)昨年度までが製造業を主に調査を行ったのに対し,本年度では情報産業,建設業にこの調査を展開するべく,ISO9000の認証取得の費用について,これらの業界を対象に質問紙調査を実施した.その結果,これらの業界における推進費用のほうが製造業のそれよりも低いことがわかった.(3)昨年度までがISO9000を対象にしていたのに対し,本年度は最近米国で注目を集めているシックスシグマを対象に,推進費用と経済効果の推定方法に関する基礎的な指針を得た.
