近代社会の成立のプロセスにおいて女性が公的領域から排除されてきたことはハーバマスやアレントなども指摘するところである。「市民」が参画する政治領域は女性に遠く、女性は「語ること」を抑圧され、家内領域を越えては発言力をもたないと評された。他方、巻町や徳島市の住民投票運動において重要な推進力となったのは女性層であり、活発に署名活動や住民運動に加わった。今回、巻町での住民投票運動に積極的に加わった住民に聴き取り調査を行い、何が女性の政治領域への積極的な参画を可能にしたのか分析を行った。結論として、巻町において、女性が住民投票運動に積極的に参加したもっとも大きな要因は家族の変動だといえる。かつては家単位で投票することが多かったが、この原発問題、住民投票問題については、親と子の世代、夫と妻の間で、個人単位の投票行動を多く示した。経済構造や価値観のマクロな変動を背景に家と政治の関係も大きく変化し、その中で女性自身が自ら発言し行動する機会を見いだしていったことがわかる。女性が公的政治的領域に踏み出すには私的な家族領域を乗り越えなければならない。そしてそのプロセスにおいて、女性は意味や規範をめぐる闘争を行い、アイデンティティの再構築を行う。これは二つの側面においてみられた。一つは発話者としてのアイデンティティである。自分が街にたちマイクを握ることにはためらいも多くみられ、発話者としての弱さは依然指摘できよう。しかし住民運動への参加は、発話者としての自己を構築していくプロセスでもあった。女性中心の組織「青い海と緑の会」では、女性はたどたどしい言葉で発話し、受容され、自己を肯定的に再構築していく。もう一つは、その発話は生命と再生産という家族領域の論理で行われ、結果、その後の街づくり運動にも、生活者としての態度と市民としての態度を融合した新たな主体でもって参加しようとするのである。
