今年度は、本研究の最終年度として、市民的協同にもとづく地域社会の現代的再生がとりわけ高齢社会において重要になってきている点を鑑み、これまで行ってきた「参加型福祉社会」の政策的背景や非営利・協同セクターの位置づけ等に関する資料・文献研究、そして松山市を対象に実際に活動を展開しているえひめ医療生活協同組合や松山市社会福祉協議会、NPOおよびボランティアグループ等々への聴き取り調査研究を集大成してきた。そこでは、従来の伝統的地域住民組織がそなえていた網の目的な包括性に対し、非営利・協同セクターなどの新たな諸主体が、その組織的理念や専門性を維持しつつ、開放的、啓発的な形で関わっていくことによって、地域社会を基盤とした市民的協同の広がりがより効果的に達成されることが明らかとなったが、従来の地域住民組織とNPO等の新たな非営利・協同セクターとの連携は、個々の地域社会の人的・物的資源に依存する傾向が強いことも明らかとなった。とりわけ、組織や活動を担うリーダー層が持っている人的ネットワークが組織間を架橋することによって、結果として組織間の連携が生み出されていくという点が経験的に明らかにされた。福祉社会の地域的基盤を形成する上で、社会福祉協議会が担ってきた役割は看過できないが、松山市でも市社協の下に32の地区社協(小学校区を単位とする)が組織化されており、地区の公民館や集会所を利用して地域住民やボランティアの協力の下で「地域福祉サービス事業(住民参加型在宅福祉サービス事業)」、「生きがいデイサービス」、「ふれあい・いきいきサロン」が実施されている。これらは、松山市に約850存在している伝統的地域住民組織(町内会)とも密接な関連を持っており、将来的な福祉コミュニティの構築エリアとして期待されている。また松山市社協には、松山市ボランティアセンターが設置されており、市全域のボランティアグループを把握している。この意味で、地域住民組織とNPOおよびボランティアグループとの連携の可能性を展望する上で、市社協を中心的なコーディネート機関に位置づけざるを得ない。松山市内各町内会の福祉的取り組みにはばらつきがみられ、組織間の連携においては前述したようなリーダーの存在が大きいが、この点に関しても市社協とのネットワークが影響力を与えていることが明らかとなった。さらに、2003年度に愛媛県の農協、社協、生協の三者による「地域福祉フォーラム」が松山市で初めて開催され、協同組合の組織間連携が始まりつつある。開催に向けて設立された松山地域実行委員会では、地域福祉計画づくりのための人材マップを持っている松山市社協を中心に話し合いが進められたことで、順調な展開となった。今後、NPOや行政も加え、こうした組織間連携の発展が、高齢社会における地域福祉基盤の構築には不可欠と考えられる。
