1.文献資料の収集・整理・分析前年度末に翻訳した「2001年基礎教育カリキュラム」の実施状況、教育の質の評価・保証制度の実施状況、および教育イノベーション政策の実施状況に関連する資料を収集・整理・分析した。2.現地調査(タイ)8月22日から9月4日にかけて、現地調査を行った。首都バンコクでは、文部省の各部局、教育の水準・質の保証・評価事務局、チュラロンコン大学を訪問して、上記1の実施状況についてインタビューおよび資料収集を行った。ピサヌローク県では、ナレスエン大学、第2教育地区事務局などを訪問して上記1の地方における実施状況を調査した。また、バンコクおよびピサヌローク県では11校の基礎教育段階学校(初等学校・中等学校)において、合計171人の教員に対する「教育の質の向上」に関する質問紙調査を行うとともに、各学校の校長・教員にインタビューした。同時に、外部評価を受けた学校からは外部評価報告書を入手するなど、資料収集を行った。帰国後、質問紙の回答の電子化作業(タイ語)を、研究補助者を雇いあげて行い、整理した。3.成果発表「2001年基礎教育カリキュラム」に関連して1999年国家教育法による基礎教育改革の理念とその展開について論文を他の研究者と共同で執筆し、日本比較教育学会紀要に掲載された。また、6月開催の同学会大会において、1999年国家教育法による教育改革に関連した研究発表を行った。さらに、11月開催の九州教育学会において、現地調査で実施した質問紙調査の分析結果を発表した。この研究発表の内容は、2月末に同学会研究紀要に論文として投稿した。採択されると平成17年8月頃に公刊される見込みである。その要点は、1999年国家教育法による教育改革は多方面にわたり、教員に対する圧力が強く、そのため学校の置かれた諸条件や教員の能力・意欲によって格差が拡大しつつあるという問題があり、この問題解決が課題である、ということである。
