本年度は、以下の資料調査を行った。第一に、ロシア国立海軍文書館における調査である。ロシア国立海軍文書館(在サンクトペテルブルグ)所蔵のサハリン関係史料の収集を行った。(1)1863年にサハリンのクシュンコタン(日本の拠点)に上陸し、家作を建設するさいの史料群を入手した。上陸の指揮をとったルダノフスキーやブッセの報告書など基本史料を収集することができた。(2)867年前後のロシア海軍のサハリン政策に関する資料群を入手した。これは、明治維新期における北方世界の変容の契機を明らかにする史料群である。第二に、日本国内で以下の資料調査を行った。国立公文書館ならびに国立国会図書館において明治期のサハリン・クリル諸島・北海道に対する政策関係の史料を収集した。特に、千島樺太交換条約以後の北方世界における漁業問題に関する史料を中心に収集した。これらの調査から以下の点について新たな知見を得た。19世紀後半におけるロシアの極東政策の変容が日本の北方政策に強く影響を与えている、という点である。特に、クリミヤ戦争以後に、ロシアの極東政策の中心がロシア領アメリカ-アラスカ-から沿海州へ変化することと幕府の北方政策の関係を解明した。さらに千島樺太交換条約の締結により明治政府は、クリル諸島の実効的な支配を行わなければならなくなった。しかし、明治政府の政策担当者たちは、気候や地理的な問題から効果的な政策を展開することができなかった。このような明治政府の北方地域への政策に対するジレンマと試行錯誤的な政策の展開を明らかにできた。
