项目摘要

バーミンガム機械・金属工業クラスターをサイトとして、19世紀後半の黎明期自転車工業の起業家たちを取り上げた歴史的データ分析によって解明された史実に基づき、産業集積における技術移転の経路に関する研究をもとに産官連携を通じたイノベーション創出プロセス分析への示唆を得ることが出来た。これまでに明らかにしてきた事実は、(1)後期ビクトリア期のイギリスでは、「世界の工場」と呼ばれるほど高い技術力を保持していた西ミッドランズ地域の機械・金属工業であったが、互換性方式(interchangeable system)という先駆的な技術標準化という設計思想を持っていたアメリカ技術のインパクトを受けて国策工場が作られた。しかし民間部門においても主にコベントリーと隣接するバーミンガム両地域に形成されていた機械・金属工業の集積において対抗的に製品技術、製造技術を中心としてイノベーションが導入されていたこと、そこにおいて国策として技術導入を行ったエンフィールド兵器廠が技術導入ハブとなったこと、政府直営の新方式工場の登場によって、地域カルテルを結び、高い請負価格を維持してきたバーミンガム地域に深刻な受注減の事態をもたらし、それが危機感を持った地域の小火器製造業者たちによって今度は、新しい技術ハブとして、バーミンガム消火器組合が形成され、それがすぐに解禁された株式会社方式を採用したことである。以上ケースを3年間の歴史的検証によって分析した結果、今後の研究戦略としては5つの課題が浮かび上がった。まず(1)行為論における「意図」の機能を評価し、予見可能性の問題を扱う。(2)科学技術社会学における「アクター・ネットワーク」分析の視点を応用してイノベーション創出プロセスを考察する(3)イノベーション創出プロセスをめぐるアクターの意思決定プロセスにおいて「意図」や「信念」という主観が果たす機能を評価する。(4)「意図」や「信念」が、意思決定メカニズムの変容過程に果たす役割について焦点化し、起業家の意思決定のダイナミクスを把握する際の分析解像度を高める。その結果、機能論的には分析できず行為論を用いた相互作用による決定メカニズムの高度化が捉えられる。(5)企業や政府、学校、NPOなど特性の異なる組織の境界を越えてつながっている価値創造の産学官のネットワークをひとつながりに分析できる可能性がある。
