项目摘要

1.自動車交通に起因する環境問題解決のための最適経済成長モデルの開発昨年までに,これまでの環境問題対策評価のために用いられてきた最適成長モデルの整理を行った.それらを踏まえ,自動車交通に起因する環境問題対策を評価する上で必要となる,道路投資と環境技術開発への投資との最適バランスを検討するための最適成長モデルの開発を行った.なお,特にここでは,現時点で実質的に道路投資の水準を決定する際の指標となっている社会的割引率を明示的に示すことにより,今後社会的割引率をいかに改訂してゆけば良いのかを議論するためのフレームを構築することができた.2.最適経済成長モデルを用いた数値シミュレーションによる最適社会的割引率の導出続いて,1で構築した最適経済成長モデルを用いて,数値計算を行った.それでは,定常状態における評価となっているが,環境への影響を考慮に入れた上で,最も適切な経済成長の水準を導出したとともに,経済成長の原動力となる交通社会資本ストックの水準を明らかにした.交通社会資本ストックの水準を決定する要因は,実質的に社会的割引率であり,社会的割引率を今後どの程度改訂してゆけば良いのかを具体的に示した点が本研究の成果である.しかし,本研究の枠組みは,定常状態での評価にとどまっており,定常状態に至る経路上の評価について今後研究を行う必要がある.
