项目摘要

現在の都市交通は,自動車へ過度に依存したものとなっており,それが環境や混雑などの面で都市問題を生んでいる.これに対し,公共交通の適切な整備によって自動車を抑制し,都市交通問題を解消する総合交通体系の考えが提案されている.しかし,総合交通体系の実現は,交通システムの変更のみならず,人々の立地も変える可能性がある.また,総合交通体系の利点を生かすためには,土地利用規制や立地誘導策も併せて実施する必要がある.そこで本研究では,交通立地均衡を考慮した応用一般均衡モデルを開発し,総合交通体系整備の効果計測とともに当該整備が立地を含む都市経済活動に与える影響を明らかとした.具体的には,まず大阪府を対象として,交通整備を行ったパターンと,郊外域の土地利用規制を行ったパターンについて数値計算を実行し,自動車環境負荷と社会厚生の両面から考察を行った.その結果,交通整備を実施した場合,都市は郊外化する可能性があり,それが自動車利用を増加させさらにそのトリップ長も伸ばすため,環境負荷の増大する恐れのあることが示された.しかし,社会厚生の観点からは多大な効果がある.一方,そうした都市の郊外化を抑制するため,郊外部の土地利用規制策の実施を検討した.その場合,都市の郊外化が抑制され自動車の環境負荷排出は抑制されるものの,社会厚生の低下が生じる結果となった.なお,これらは環境システム研究およびPRSCO研究発表会等で研究成果を発表している.次に,全国を対象に,それらを複数のゾーンに分割し本モデルを適用した.そこでは,整備や政策の物流面での影響を捉えるためモデルを改良した上で,現在計画が検討されている滋賀から大阪にかけての第二名神高速道路整備について,整備効果を計測した.その結果,関西地域での整備効果があるのは当然であるが,東北,関東地域でも効果の高いことが示された.これより,本モデルがより広い適用範囲を有することも同時に示されたと考えている.

In other cases, urban agglomeration will inhibit the environmental load of automobiles, and the social health will be reduced as a result. The results of environmental research and PRSCO research meetings are presented.
