今年度は昨年度に引き続きジョン・ロックが商務省専門委員として提出した救貧法案(1697)を研究し、その成果の一部を口頭発表した。本研究の目的は、救貧法案で示された貧民あるいは貧困に対するロックの姿勢と、『統治二論』、『寛容書簡』、経済論文等の諸著作との思想的関連を分析することによって、人間・政治・社会についてのロックの認識を解明することである。ロック案の特徴は貧困の原因として個人の怠惰を強調する点にあるといえる。ロックは『統治二論』でフィルマーの家父長制論駁を目的として自然権理論に基づき、神の理性的被造物としての人間が持つ「生来の自由」に対する平等な権利を主張すると同時に、身分、徳、財産等における個人間の不平等を肯定する。市民社会において政治体は立法部を通じて有機的に結合され、立法部が腐敗すれば抵抗権の行使が認められる。この枠組みはトレードの滞留を回避するべく土地所有者の奢侈及び怠惰を戒めたトレード論にも共通している。トレードの構成要素としての貧民に勤勉な労働を求めた救貧法案は、個人間の不平等を前提とした『統治二論』の自然権理論と矛盾しないものであった。さらに救貧法案の歴史的・思想的文脈の理解を深め、ロック案の位置づけをより明確にするために、エリザベス救貧法、定住法、同時代の救貧案や経済論文等との比較検討を行うと同時に、ヒューマニストの著作の読解に取り組んだ結果、キリスト教的隣人愛の精神がロックの統治及び経済認識に影響を及ぼした可能性を見出した。以上の成果を、経済学史学会・第69回全国大会(於大阪産業大学、2005年5月28日)及び科学研究費・基盤研究(A)(1)「近代のイングランドの近隣英語圏における啓蒙思想と経済学形成の相互関連の研究」(研究代表者・田中秀夫)の2005年度・第5回研究会(於京都大学、2006年2月17日)で口頭発表した。

The above results were presented orally at the 69th National Conference of the Society for the History of Economics (Osaka Sangyo University, May 28, 2005) and at the 5th Conference of the Society for the History of Economics (Kyoto University, February 17, 2006), which was held in Osaka, Japan.
