本研究では、「ベトナム戦争に関わった主要な国家、組織の対立・提携の立体的構造の解析」を目的として、従来、米国側共産側という二元的な対立構造で捉えられるベトナム戦争において、米・南ベトナム政府、北ベトナム政府・南ベトナム解放民族戦線、それぞれの間にも競合・対立の関係があったのではないかとの問題意識の下に調査・研究を行ってきた。本年度においては、特に、6月21日から約40日間にわたってベトナムにおける資料収集・現地調査を行い、研究を進めた。成果として、第1に、米国側については、南ベトナム政府の政策決定主体を明確にすることによって、ゴ・ジン・ジェム政権期には一定の制約と米国からの圧力を抱えながらも、ゴ・ジン・ジェム政権が主体的に行動していたという結論を導くことができた。第2に、北ベトナム・南ベトナム解放民族戦線側については、政策決定主体を明確にすることによって、米国の多くの研究がNLFを北ベトナム政府(労働党)の下部組織であると結論付けてきた。本研究は、昨年度の米国における資料収集・本年度のベトナムにおける資料収集によって、様々の1次・2次資料(CDEC資料、Douglas Pike収集資料、Jeffrey Race収集資料、ベトナム共産党史等)を再調査し、NLFの政策決定は常に労働党の監督・監視下にあったという結論を導いた。これによって、従来の研究が克服できなかった共産主義を望まない多くの構成員を含んだNLFの巨大なマンパワーをどのように説明するかという課題が残された。ベトナム民衆をも含む枠組みの解明は当初の本研究の最終目的を超えるものであり、現在の新たな課題である。なお、現在までの成果については、調査・分析に多くの時間を割いたため、現在、とりまとめと投稿の作業を行っている。
