今年度において行った研究は、主に、義務教育段階における公立学校選択制のもとでのマクロの動向の分析、公立学校選択制を含む地方教育政策過程の分析である。研究の概要と得られた知見は以下の通りである。まず第1に、義務教育段階における公立学校選択制の元での選択者の選択行動について、東京都内自治体に関する集計データを用いて分析を行った。ベータ二項分布モデルを用いて、学校選択制実施自体の各年度における非従来指定校の選択者の割合の規定要因を分析した。その結果、時間的経過に伴う制度の浸透、学校間の相対的な規模の相違、学校選択制の制度的形態が、非従来校選択者率の増減に対して影響を持つことを明らかにした。また小学校と中学校における学校選択制に関して、各要因の影響の相違についても比較し、考察を行った。第2に、公立学校選択制を含めた市区町村レベルでの地方教育政策過程に関する分析を行った。学校選択制に関してはその導入過程に着目し、生存分析の一手法(split populationモデル)を用いて導入の有無および時期の規定要因について分析した。市区町村内部の首長・議員の政治アクターおよび教育委員会・校長会などの教育行政アクターにおけるアクター間関係、および教員人事制度などの教育行政制度が及ぼす影響の有無を明らかにした。なお、公立学校選択制の導入のみならず、構造改革特区を通じた教育改革、教育委員会所管業務の民間委託に関しても同様の分析を行い、政策間の比較を行った上で、各々の特徴を明らかにした。

This year's research focuses on the analysis of the trends of public school selection system, including the analysis of local education policy processes, in the main and compulsory education stages. Research summary: In the 1st stage, the public school election system is based on the election of the electors, and the Tokyo Metropolitan Government is responsible for the analysis of the use of the election system. The binomial distribution is used in the analysis of the main factors of the division of the school selection system in each year. As a result, the passage of time is accompanied by the penetration of the system, the scale of the school, the form of the school election system, the increase of the non-school election rate, and the impact of the change. The primary and secondary school selection system is related to each other, and the influence of each factor is compared and investigated. Second, public school selection system, including urban and rural areas, local education policy process analysis The school selection system is related to the introduction process, and a method of survival analysis (split population) is used to determine the existence and duration of the introduction. The relationship between the heads of the urban and rural areas, the political organizations of the councilors, the education committees, the principal committees, the education administrative organizations, the teacher personnel system, the education administrative system, and the existence of the influence of the government are clearly stated. The introduction of public school election system, structural reform of special zones, educational reform, analysis of the same process of private commissioning of the business managed by the Board of Education, comparison of policies, and clarification of the characteristics of each policy.
