项目摘要

本研究では,平成15年度にTDM型の交通施策であるパークアンドバスライド(以下P&BR)を主な対象として,居住地域および職場を帰属集団として,その中での同調行動に着目してそれが交通行動にどのような影響を与えるのかをアンケート調査をもとに分析を行った.アンケートの主な内容は,P&BRの未利用者に対して,地域内および職場でのP&BR利用者の割合を提示し,それを与件とした上で,P&BRの利用意向を尋ねたものである.その結果,対象とした甲府市郊外部では,居住地域における同調の影響よりも,職場での同調の影響が強いことが明らかになった.また,そこで得られた同調傾向を考慮した利用意向回答モデルを構築し,仮想の職場を人工社会としてコンピュータ上に設定し,周囲の行動に応じた選択を繰り返す分析を行った.このときに,各個人のネットワーク(参照集団)を変動させることで職場のネットワークのつながりに応じた変動状況を分析した.その結果,現在のサービスレベルでは,ネットワークの強さの変動による影響よりも,サービスレベルの低さによってかなり高い初期状態での利用率が必要となっていることが明らかになった.また,同様の手法を観光行動分析にも適用した.また,H16年度には同じフレームを違法駐車行動に適用し,同調による違法駐車の発生確率を待ち行列理論を用いたモデル化を行い,仮想の道路における駐車発生行動の再現を行った.また,あわせて違法駐車取り締まり政策を実施した場合の効果を検証した.この場合,帰属集団は路上走行している他の車であり,均一なネットワークを仮定したものである.その結果,違法駐車の同調性があることを明らかにし,路上駐車取り締まり政策の効果を検証した結果からは,駐車一掃政策の実施が,排除した駐車台数以上の路上駐車抑制効果を生み出すことを定量的に明らかにした.
