本年度は、都市公共空間に関するバリアフリーデザインの先駆的手法を把握するために、特にユニバーサルデザイン概念の発祥国であるアメリカで近年高く評価されているいくつかのデザインガイドブックを中心に文献レビューを行った*。また、北方圏・積雪寒冷地域に特徴的なバリアフリーデザインの現在の課題を把握することを目的とし、その公共空間のデザインが先駆的といわれるベルリン(ドイツ)・フランクフルト(ドイツ)・フライブルク(ドイツ)・バーゼル(スイス)・チューリッヒ(スイス)の各都市を対象に、主としてトランジットモール・システムに注目しながら、車の通行を遮断したエリアでの冬期における人々の移動の連続性についての利用実態に関する視察調査を行った。その結果、主として以下の3つの知見が得られた。(1)現在の日本の都市公共空間のバリアフリーデザインとその取り組みは、ある単体の開発計画内で完結したアクセシビリティの確保にのみ焦点が当てられており、都市地域全体として将来的にバリアフリーデザインを発展させていくための長期ヴィジョンの検討が不十分である。(2)長期ヴィジョンの欠落は、多種多様な施設や交通機関相互の空間の連続性を妨げ、それらのデザインのギャップを生み出すことになり、自治体や民間からの多額の投資が効果的に都市の活性化へと繋がらない原因の一つとなっている。(3)その解決のためには、環境やニーズの時間的変化に柔軟に対応でき、地域性や都市規模に応じ最適化できるようなデザインガイドラインを、地方自治体ごとの政策レベルで構築することが重要である。
