项目摘要

東日本大震災の復興においてコミュニティ移転の具体的な手法として活用された防災集団移転促進事業は、必ずしも再定住手法としての評価は定まっていない。コミュニティ移転の計画や人々の生活がおかれる実状は、大災害・気候変動・開発などの移転の起因となる状況によって大きく性質が異なる。コミュニティ移転を検討せざるを得ない喫緊のグローバルな問題に対して、本研究は、Ａ.東日本大震災での集団移転による居住環境形成の俯瞰的把握、Ｂ.南海トラフ地震対策としての予防移転の社会・制度・空間的課題の分析、Ｃ.DDR・DFDR・CCDRの環境移行特性の比較分析、Ｄ.コミュニティ移転による生活圏再構築のアクションリサーチによる実地検証により、人々の自立的・持続的な再定住を実現する次世代計画論の探求を探求する。３年間の実施計画として、AからDの課題群に対して以下の7項目を遂行する。2021年度は主として課題ＢおよびＤに重点を置き、(3)(6)に取り組んだ。(1)住宅再建事業手法の組み合わせと移転現況の類型的整理、(2)移転前後の生活環境の地理空間的変化と生活実態の分析、(3)事前復興まちづくりにおける予防移転の模索実態の追跡調査、(4)アジア太平洋地域のFDRの歴史的・学術的レビュー、(5)パイロット的FDRにみる移転者の環境適応プロセスの分析、(6)新天地での持続的再定住へ向けてのアクションリサーチ、(7)環境移行特性にからみコミュニティ移転の既存計画論の空間的・制度的限界の考察

The concrete measures for the reconstruction of the Great East Japan Earthquake should be taken to promote the reconstruction of the disaster prevention team. (1)(2) Geospatial transformation and analysis of living conditions before and after the relocation;(3) Tracking investigation of model conditions for preventing the relocation in advance of the relocation;(4) Academic research on the history of FDR in the Pacific region;(5) Analysis of environmental adaptation of FDR in the Pacific region;(6) The reorientation of the new world's sustainability;(7) The study of the environmental transition characteristics;(8) The study of the spatial and institutional limits of the existing planning theory;
