项目摘要

昨年度はこれまでの成果を博士学位論文へまとめることを主眼においた研究活動を行い,またそのなかの2つの章にあたる個別論文を新たに執筆・投稿した。博士学位論文は平成16年12月6日に,学位申請論文『経済成長下のインドにおける「白い革命」と農村貧困層-酪農生産の制約要因としての農村要素市場構造を中心に-』として京都大学大学院アジア・アフリカ地域研究研究科に提出され,平成17年1月20日にはその公聴会および口頭試問が行われた。個別論文は「インド・グジャラート州における農業労賃の低位性-農村構造と生存リスクからの考察-」を学会誌『アジア研究』へ,また「インドにおける『白い革命』の貧困削減効果-土地なし層による土着水牛飼育に焦点をあてて」を学術誌『アジア経済』へそれぞれ投稿した(両者とも現在査読中)。インドでは酪農の技術革新である「白い革命(White Revolution)」が農村部貧困層の所得向上に大きな効果があるとされ注目され、貧困削減政策の中核であるIRDPでも,貧困層が乳牛を購入するための資金融資(補助金付き)に多額の予算が費やされ,過去30年にわたり国際的な研究対象ともされてきた。学位論文ではその膨大な研究蓄積の盲点であった農村の実態解明を行ったわけであるが、そこでは貧困層の酪農参入にとっては農村の要素市場構造(飼料市場,農地貸借市場,労働市場,金融市場など)が非常に重要であることがまず示され,さらにカーストを軸に展開される農村の社会関係がこれらの要素市場の機能不全の大きな原因になっているという点が実証された。このように農村の経済構造のみならず社会構造との関連を含めて「白い革命」やIRDPを評価し,その限界を指摘したわけである。昨年度の研究の最大の成果は,農村要素市場の機能不全をもたらす背景に,カーストを軸としつつ歴史的に展開してきた農地分配構造の不平等,および債務奴隷制度に類似した大農家と貧困層のパトロン・クライアント関係が存在している点を実証したことであり,その結果,単純な経済的考察だけでは実態の把握が困難であることを示したことである。また経済自由化・市場経済化以降のインドにおいてもなお,市場を機能不全にするような農村構造(agrarian structure)が制度として強力に機能していることを示した点は,インド経済や貧困問題の議論に重要な問題提起となるものである。

The results of the doctoral dissertation were published in the past year, and the research activities were carried out. Doctoral thesis presented on December 6, 2016 by Graduate School of Regional Studies, Kyoto University,"Rural Poverty: Factors Restricting Agricultural Production and the Center of Rural Factor Market Structure," submitted on January 20, 2017 by the National Commission for Economic and Social Development. Individual papers were submitted to the Journal of the Chinese Academy of Social Sciences "Research on Poverty Reduction in Rural Areas-Rural Structure and Survival" and to the Journal of the Chinese Academy of Social Sciences "Research on Poverty Reduction in Rural Areas-Focus on Indigenous Buffalo Breeding". The "White Revolution" has resulted in a large increase in income for the rural poor, and poverty reduction policies have been implemented in the IRDP. The poor have received a large amount of funding (grants) for dairy purchases, and international research has been conducted over the past 30 years. Dissertation: Research on the accumulation of blind spots in rural areas, the actual situation of rural areas, the participation of farmers in poverty, the market structure of rural factors (Feed market, farmland loan market, labor market, financial market) is very important, and the social relations in rural areas are very important. The social structure of rural areas and the relationship between them include the evaluation of "white revolution" and IRDP, and the criticism of "boundary". The biggest achievement of the research last year is that the function of rural factor market is incomplete, and the background, the axis and history of development, the inequality of farmland distribution structure, and the debt slavery system are similar to the existence of large farmers 'poverty layer. It is difficult to grasp the pure state of the investigation. Economic liberalization, market restructuring, and market dysfunction are important issues in the discussion of poverty.
