项目摘要

本研究は、自然災害が契機となって引き起こされうる環境汚染や産業事故、またそれに伴う多用な人命の損失や健康被害などを natech disaster(自然・環境複合災害)として取り上げることを目的とした。我が国は先進国の中でも多用な自然災害リスクにさらされている主要国のひとつであり、このようなnatech disasterのリスクの診断と、そのマネジメントの方策の検討が急務の課題となっているが、これまでほとんどこの種の研究は行われていない。本研究の共同研究分担者であるCruz氏は、これまで十分な関心が払われず未開拓であった、このような自然・環境複合災害について先駆的で実証的な研究を展開している。外国人共同研究者として招聘した氏との共同研究により下記のような成果を得た。(1)東京、名古屋、京都などの中央政府機関、都道府県行政庁の危機管理や防災、産業行政などの担当者、ガス等のライフライン事業者を対象に広範な面接・インタビュー調査を行った。その結果、我が国の災害リスクガバナンスの盲点と不備を改善する方策について有益な知見を提示した。(2)我が国における限られたリスク情報開示の現状においても適用可能な実用的リスクアセスメント技法の開発を行い、それを東海・東南海地震が迫っているといわれる名古屋市都市圏に適用するためのバイロットスタディを試みた。その結果、都市域における自然・環境複合災害リスクの簡易診断技法のプロトタイプを開発することができた。また成果を内外の学会で公表した。(3)米国のハリケーンカトリーナ災害の現地を訪れ、大都市域における自然・環境複合災害の実態調査を行い、データをもとに分析した。特に大規模石油貯蔵・精製基地がこの種の自然災害に遭遇した場合に、現実にいかにこの種の自然・環境複合災害が起こるのかという点について、既にいくつかの新しい知見を得た。また、これが我が国の自然災害対策にどのような教訓を残したかについても検討した。
