项目摘要

研究の目的:本調査企画研究では、災害リスクのマネジメントという観点を導入し、安全で豊かな生活質を備えた都市や地域の具体像を提示できるような災害リスクマネジメント研究の体系を構築することを目的として企画調査を行った。具体的には、以下の領域を設定し、調査企画研究を実施した。(1)災害リスクマネジメントの研究のフレームワークに関する企画調査(2)災害調査論の構築に関する企画調査(3)都市災害リスクの分析・評価の方法論(4)災害リスク対応型計画・制度の検討領域(1)「災害リスクマネジメントの研究のフレームワークに関する企画調査」は、災害リスクマネジメントの研究体系化に向けたフレームワークを検討する領域である。領域(1)の研究分担者((2)〜(4))にも属し、それぞれの所属する個別領域における研究課題を汲み上げつつ、全体としての要請を個別領域に還元し、調整を図りながら体系化の方法や課題を抽出する。領域(2)「災害調査論の構築に関する企画調査」は、社会基盤整備の計画論の視点から、事前及び事後における災害調査のあり方と体系的な調査項目の標準化、ドキュメンテーションの方法等に関して研究課題を明らかにする。領域(3)「都市災害リスクの分析・評価の方法論」は、都市圏の社会基盤の計画に際して欠落しがちな潜在的災害リスクの脅威に対して有効に対応しうる計画の方法論や分析・評価の方法に関する研究課題に関して調査する。領域(4)「災害リスク対応型計画・制度の検討」は、災害リスクマネジメントという観点から、現行の計画・制度の欠陥と限界を吟味するとともに、新たな計画プロセスや制度的改革の可能性に関する研究課題を調査する。研究は、まず、全研究分担者を一同に会した全体集会を実施し、本企画調査研究の趣旨や目的の周知を図るとともに、個別領域ごとの研究課題の企画調査の方法に関して議論した。さらに、個別領域毎に概ね月1回程度のグループミーティングを持ち、それぞれが研究課題を明確化する作業等を行った。さらに、3ケ月に1度程度、「災害リスクマネジメントの研究のフレームワークに関する企画調査」領域のミーティングを行い、各領域の状況を報告するとともにグループ全体としての方向性を議論した。これらの成果をもとに、2000年7月にシンポジウムを開催し、報告書として取りまとめる予定である。本調査研究によって災害マネジメント研究のパースペクティがより明確となり、都市・地域の安全性、さらには安心感等の向上を含めた豊かさを総合的に計画・管理するための研究領域を創成するための基礎が固められたと確信する。
