交通渋滞や大気汚染、地球環境問題など自動車利用に起因する社会問題を考えるとき、これらの交通現象が個々人の行動心理とその表出である交通行動の集積したものであることは、これまでの土木計画学で見落とされがちであった。自動車交通量の管理・抑制を目的とする施策としては,交通需要マネジメント(TDM)が各地で実施されているが,交通環境の構造を変えるこれまでのTDMのみならず、個々人の行動を規定する心理的要因に働きかけるより広い概念の施策群「モビリティ・マネジメント」の有効性を検討する必要がある。平成16年度は,モビリティ・マネジメントの主要な手法として開発されたTFP(トラベル・フィードバック・プログラム)をより効率的に,かつ効果的に洗練させるため,公立小中学校とローカル鉄道路線を研究フィールドとして研究を進めた.第一に,富士市の小中学校における総合的な学習の時間の授業の一環として,簡易版のTFPを企画・実践した.効果計測調査の結果,児童生徒の自動車と公共交通に関する意識は,自動車利用を削減する方向に,有意に活性化していたことが示された.第二に,兵庫県の神戸電鉄・山陽電鉄の利用促進を目的としたTFPを,沿線住民や企業を対象に企画・実施した.効果計測調査の結果,住民や企業従業員の意識は,鉄道路線を利用する方向に有意に活性化しており,実際に鉄道の利用者数も増加していたことが示された.
