项目摘要

本研究は、中国における今後の自由化・市場化に向けた構造的な経済政策の中国経済にもたらす中長期的なインパクトを、経済成長の経路や速度、地域・部門間格差を視野に入れながら議論することを目的とする。本年度を通して採用した分析アプローチは、地域格差や経済成長の要因に関する分析に有効な新古典派経済成長理論に基づく成長回帰モデルである。そこでは、計量モデルの推定パラメータの統計的有意性や係数の大小から、経済の長期的な均衡「定常状態」に向けた所得水準の収束スピード、さらに定常状態をコントロールする変数に関する経済成長の要因・格差に関する政策的示唆を得ることが可能となる。中国の省データを応用した分析結果より、改革・開放期間全般を通じて所得水準の条件付き収束(地域の定常状態の違いによって説明されない成長率の収束)が確認され、そのスピードが90年代に速くなっていることが実証された。また改革・開放初期は、農村の発展が地域成長と格差縮小に寄与し、90年代には外国資本の流入が地域成長に寄与したものの、地域格差の拡大を招いたことが明らかとなった。教育と非国有企業の成長は、期間全般にとって地域成長の鍵であり、人的資本や非国有企業の強化を伴った外国資本の内陸部誘致が今後の持続的経済発展に重要であることが示唆された。研究成果は国際学術誌Review of Urban and Regional Studiesに発表した。今後の研究の発展として、本研究で推定された生産関数のパラメータ等を、家計、産業、政府、海外等の各部門における構造的な効果・影響を評価できるCGEモデルに応用しながらモデル構築、シミュレーション分析を進め、より深い政策示唆を得ることを目指すものである。その他日本やインドを対象に、国や地域の経済政策(特に日本の環境政策や交通社会資本整備政策、インドの市場化政策)及び経済成長に関する実証研究を行い、研究成果として国内外の学術雑誌や学術研究書に発表を行った。

This study focuses on the future liberalization and marketization of China's economic policies, the medium and long-term development of China's economic policies, the speed of economic growth, and the differences between regions and sectors. This year, we have adopted the analysis of the main causes of economic growth based on neoclassical economic growth theory. The statistical significance of the estimation of the measurement parameters, the magnitude of the coefficients, the long-term equilibrium of the process, the concentration of the resulting levels, the steady-state parameters, the growth factors, the differences, and the policy implications are discussed. In addition, he conducts empirical research on Japan's environmental policy, transportation, social capital development policy, and marketing policy, and on economic growth, and publishes research results, academic journals, and academic research books at home and abroad.
