项目摘要

本年度は、従前の調査に引き続いて韓国や日本に定着している元在日コリアンの脱北者のインタビュー調査と関連資料の収集を行った。一昨年から始まった日本に定着している脱北者の調査からは、家族単位で日本に来た人と単身での脱北者の生活適応に大きく差があることが明らかになり、その実態を調べることが出来た。日本や韓国定着に成功した脱北者は、北朝鮮に残してきた家族や親戚に金銭や荷物(古着や医薬品など換金可能な)を送っている。それは、ロシア、中国、韓国、日本など、定着した国を問わず行われている。あたかも北朝鮮の経済危機が生み出した膨大な出稼ぎ民のようである。家族単位で脱北した人たちは、比較的早期に日本や韓国での生活に適応し、北朝鮮への援助を実現しているケースが多い。彼らの援助行為が北朝鮮にいる家族や親戚の生命線になっていると同時に、脱北者自身の新天地での安定を促す要因にもなっていることは興味深い。しかし、家族単位の脱北者に比べ単身での脱北者が、様々な理由から不利な立場に立たされていることは深刻な問題である。2年間の調査で何より問題として浮かび上がったのは、学齢にある子供の教育の難しさである。新たな体制の社会にいきなり組み込まれ、劣悪な状況で援助もなく、学ぶものを的確に指導する大人が回りにいない脱北者の若者は、適切な教育を受けることなく年齢を重ねていく。脱北者の子供の教育問題は、日本社会のより調和的な未来のためにも社会的関心と援助の対象とされるべきであろう。本年度の調査や研究では、脱北者の北朝鮮に残された家族への援助や日本や韓国への定着の過程を通して、彼らの「家族」のあり方や移住者の「安住」への模索を見ることが出来た。しかし、日本滞在の脱北者のほとんどは自分の出自を隠して生活する人が多いため、公表が難しい。インフォーマントのプライバシーの保護を優先することで、研究発表には時間を要する結果になる。
