项目摘要

研究3年目となる本年度は、現地での資料収集や意見交換を通じて、サウジアラビア王国の民主化や構造改革の推移について分析を進め、政策決定過程における王族、閣僚、イスラーム主義、リベラル派の関係や、国際関係の内政への影響に関して考察を深めた。サウジアラビアでは2005年春に初の全国規模の地方選挙が実施されることとなったが、第一段階で実施されたリヤド市での選挙結果を分析した。政党の設置は許可されず、また一般有権者の関心が極めて低いなど、理想的な民主政治にはまだ程遠い段階ではあるが、確実に選挙行政と選挙日程が遂行され、投票と開票が予定通りに実施された背景を明らかにした。またサウジアラビアの政治思想状況に関して分類を試みた。一般向けの概説では「イスラームとは〜である」式の一元的図式が現在でも多用され、サウジアラビアの政治情勢分析においては「イスラーム主義」対「リベラル派」という二項図式で語られていることが多い。しかしこれらの単純な図式では、サウジアラビア政治の複雑性を説明するためには、あまりにも捨象される点が多すぎることから、8通りの政治潮流を分類した。いわゆる「イスラーム主義」は、「伝統的ワッハーブ主義」「改革派ワッハーブ主義」「イスラーム的政治改革派」「ジハード主義」「マイノリティ」の5通り、またいわゆる「リベラル主義」に関しては、「経済リベラル主義」「社会分野でのリベラル主義」「政治的リベラル主義(イスラーム民主主義)」の3通りに分類した。さらに、サウジアラビアと米国の二国間関係に関して分析した。米国政府は、中東の民主化、テロ対策、FTA拡大の3台政策の推進を掲げ、サウジにも諸改革を迫っている。サウジ政府は、地方選挙の実施、WTO加盟、テロ対策での米国との協力などを推進していたが、米国による圧力への反発も強く、外交と内政のバランスに一段と苦慮する事態が予想された。
