昨年度の実績報告書に記載した日本行政学会における報告(平成16年5月23日、於・早稲田大学)は、その後の情勢変化を踏まえて同報告を加筆・修正した論文「日本の合議制組織制度と特別職公務員制度-政権による組織統制・人事統制の制度的基盤に関する一考察-」(『年報行政研究』第40号、2005年5月、所収)として公表した。研究期間の最終年度となる平成17年度においては、平成15年度・16年度の研究成果を踏まえつつ、目本の特別職公務員制度の特質を比較の視座から明らかにすることに研究の主眼を置いた。そのため、平成17年度においては、比較政治学・比較行政学・政治学方法論等の業績に学びながら、政治行政の制度分析の意義をあらためて検討する作業を中心に、研究を進めることになった。その検討結果の一部については、日本政治学会分科会17(政策史と制度史の射程)において報告する機会を得た(伊藤正次「『新しい制度史』の視座と可能性-日本の政治行政研究へのインプリケーション-」平成17年10月2日、於・明治大学)。同報告は、近年の政治学方法論の展開を踏まえ、制度の形成・変容過程の歴史分析を通じて政治・行政の構造的理解を行うための研究戦略を「新しい制度史」と名づけ、日本の政治行政研究の近業を再検討することを目的としたものである。検討対象とした近業には、研究代表者による平成15・16年度の本研究の成果も含まれている。したがって、この報告は、本研究を制度分析・歴史分析というより広い文脈に位置づけ、その理論的意義を比較の視座から「自己評価」するという意味をも有していたということができる。ただし、この「自己評価」を行った結果、本研究は、とくに歴史分析・動態分析としては資料面等で問題を抱えていることが明らかとなった。これは、戦後政治行政史における資料に対する接近可能性と利用可能性という困難な問題に由来する面も大きい。なお、本年度の主たる研究成果である政治学会報告については、目下、理論的検討をさらに充実させ、公表に向けた作業を進めているところである。
