本研究では,障害者・高齢者などの移動制約者を対象とした公共交通機関を補完する個別輸送システムとしてSTサービスを取り上げ,道路運送法第80条第1項の規制緩和に伴い,2004年4月より実施されているNPO等を主体とした福祉有償運送サービス利用者を対象としたアンケート調査を実施した.アンケート調査は,通院など高齢者・障害者に顕著に見られる移動目的や,デイサービスなど代替サービスの有無やその利用状況,乗降介助や付き添いの必要性の有無といった移動制約者自身の個人属性のほか,送迎や介助・付き添いを依頼できる家族の状況など,移動制約者の交通行動に影響を及ぼしていると考えられる要因や最近の交通行動実態を明らかにすることができるよう設計し,2004年,2005年の両年において実施した.さらに,STサービスを利用した実際の交通行動を調査・分析し,障害者・高齢者など移動制約者の交通行動特性を定量的に明らかにするとともに,STサービス導入時に発生する需要量を算定するために,福祉有償運送サービスを実施している事業者の協力を得て,各事業者の運行記録を収集した.そして,アンケートならびに運行記録を集計・分析した結果,・STサービスを利用した移動は都市部では移動全体の約3割を,地方部では約4割を占め,施設の送迎,家族の送迎と並ぶ主要な移動手段となりつつあること・STサービスの利用形態は都市部と地方部で異なり,都市部では,家族や知人の送迎がない移動制約者が新たな外出の手段として利用し,地方部では,家族や知人の送迎がある移動制約者が,家族・知人送迎の代替交通手段として利用する傾向にあること・現時点の外出の数%がSTサービスの導入によって新たに誘発されたものであることなどを明らかにした.さらに,既存事業者の運行実績をもとに,車両や運転手の手配がつかないなどの理由から登録者からの移送依頼を断る件数を一定割合以下にするために必要な実稼動車両数を算定し,移動制約者の需要に対応したSTサービス導入・運営スキームを検討した.
