项目摘要

平成19年度の活動は引き続き、集落営農の集中している地域である富山県、島根県の補足調査をするとともに、以前から集落営農の先進地である滋賀県の組織についても調査する機会を得た。得られた知見を、島根県の集落営農メールマガジンにて発表し、島根県の「次世代の集落営農の在り方研究会」、全国農業協同組合中央会の「集落営農組織支援方策研究会」、富山県、滋賀県と学識経験者による「次世代の集落営農研究会」にメンバーとして参加し、具体的な支援方策の議論に活かすことができた。また、組織育成の担当者との議論からも、各地域の集落営農の相違点や政策への対応方針を学ぶことができた。各県ともに農政の品目横断的経営安定対策の下で、政策要件に適合した組織づくりと、推進してきた組織の発展方向を合わせて考える中から、将来の集落営農の像を考える必要がある。また、研究成果の取りまとめ、発表を行った。具体的には、農家壮年人口の違いによる集落営農の地域類型について論文にまとめて投稿中(3度目)であり、年度内に発表できることを目指している。また、昨年度末の3月の日本農業経済学会にて報告した複数集落にまたがって展開する大規模な集落営農についても、報告した内容をもとに2007年度日本農業経済学会論文集に投稿し、掲載された。いずれも、これまで集落営農の展開してきた地域において、集落の農家壮年人口(人数)による地域類型があることを具体的に述べている。また、後者の論文においては、それとともに集落を越えた新たな集落営農組織の展開に言及し、その中での地域性を述べるとともに、大規模な組織であっても集落の範囲にとどまる活動があること、その要因について言及した。口頭報告では、6月に開催された全国担い手協議会主催の「集落営農組織リーダー・担当者交流会」にて「集落営農組織の現状と課題」という研究成果を踏まえた報告を行った。
