项目摘要

本年度に行った研究として,まず公共選択学会第10回全国大会の報告論文である"Aging Population and Regional Economic Growth with Political Business Cycle"があげられる.ここでは,growth regressionのフレームワークを用いて,人口高齢化が地域の経済成長に与える影響を考察した.『県民経済計算年報』の長期データを用いて,都道府県別の経済成長率についてパネル分析を行ったところ,人口高齢化率が高い地域において,経済成長率が低くなっていることが示された.また固定効果を比較したところ,東京都をはじめとする大都市部や地方部においてもIT産業の集積が進んでいる地域において高い経済成長率が観察された.さらに,国政選挙や都道府県知事選挙の時期に配慮して分析を行ったところ,国政選挙や地方選挙の時期に地域の経済成長率が高くなっていることも確認された.次に,"Cost Frontier Analysis for Elderly Welfare Expenses"では,人口高齢化が進むわが国において,財政再建をどのように達成していうかという関心のもとに,全国都市データを用いて,老人福祉費に関する費用フロンティア関数を推定した.推定の結果,より手厚い高齢者福祉サービスを行っている都市において,より多くの老人福祉費が支出されていることを確認した.さらに,依存財源である地方交付税額が増加すれば非効率性が増すのに対し,自主財源である地方税収の比率が高まれば効率性が高まっていることを示し,国から地方への税源移譲は,費用効率性の側面から見て,望ましいことを明らかにした.
